Regional Government advances with second amendment to professional firefighters' working conditions
The Regional Government of Madeira has published the draft amendment to the Working Conditions Ordinance for firefighters in Humanitarian Associations, aiming for pay parity and professional development.
The Regional Government of Madeira, through the Regional Secretariat for Health and Civil Protection and the Regional Secretariat for Inclusion, Labour and Youth, has made public the draft of the second amendment to the Working Conditions Ordinance (PCT) applicable to professional firefighters of the Humanitarian Firefighter Associations (AHB) in the Autonomous Region of Madeira. This measure aims to reinforce dignity and equity in the sector, aligning working conditions and training with professional firefighters from local municipalities.
Main proposed changes:
- Remuneration Update: Full application of the values provided for in Decree-Law no. 51/2025, of March 27, in accordance with the new salary scale contained in Annex II of the ordinance.
- Firefighter Condition Supplement: Introduction of a phasing-in for the supplement intended to cover risk, unhealthy conditions, arduousness, and readiness, with emphasis on the Officer career, where the supplement reaches 15% of the base salary from January 1, 2026, with a minimum value of 300 euros from 2028.
- Initial Training: Addition of Article 11-A, which establishes the right to an initial theoretical and practical training program, provided by the Civil Protection Emergency Training Center of the Regional Civil Protection Service, IP-RAM.
Interested parties have a period of 10 days, starting from June 15, 2026, to submit reasoned written opposition to the project. The measure aims to ensure interoperability between fire departments and ensure talent retention through better career conditions.
