Three ordinances extend CNIS collective agreements to Madeira's solidarity institutions

The Regional Government has extended three CNIS collective agreements, with FNE, FNSTFPS and FEPCES, with salary changes covering entities and workers not represented by the signatory associations.

The Regional Secretariat for Inclusion, Work and Youth has published three ordinances extending collective agreements concluded by the Portuguese National Confederation of Solidarity Institutions - CNIS:

  • Extension Ordinance No. 46/2026, concerning the collective agreement between CNIS and FNE - National Federation of Education and others, with salary changes and other amendments, published in III Series of JORAM, No. 19, of 7 October 2026;
  • Extension Ordinance No. 47/2026, concerning the collective agreement between CNIS and the National Federation of Trade Unions of Public and Social Service Workers - FNSTFPS, with salary changes and other amendments, published in BTE, No. 21, of 8 June 2026, and in the amendment published in BTE, No. 31, of 22 August 2026, transcribed in JORAM, III Series, No. 19;
  • Extension Ordinance No. 48/2026, concerning the collective agreement between CNIS and FEPCES - Portuguese Federation of Trade, Office and Service Trade Unions and others, with salary changes and other amendments, published in III Series of JORAM, No. 19, of 7 October 2026.

The extensions make the agreements applicable to employment relationships between employers not affiliated with CNIS that carry out the regulated activities and their workers in the relevant professions, as well as to relationships with CNIS-affiliated entities where the workers are not represented by the signatory trade unions. Employment relationships in which the parties are workers affiliated with non-signatory trade associations that have agreements in force in the same scope are excluded.

The ordinances enter into force on the day after their publication and take effect with respect to salary tables and monetary clauses, in accordance with the respective collective agreements. Clauses contrary to mandatory legal rules are not covered.
