IHM - Investimentos Habitacionais da Madeira, EPERAM (IHM, EPERAM) has published a new regulation defining the rules for the recruitment and selection of its staff. The document, approved by the public company's Board of Directors, applies to all hires under an employment contract governed by the Labour Code and the current Company Agreement, excluding only management positions.
Regulation No. 3/2026 establishes a detailed procedure, based on principles such as publicity, equality, proportionality and transparency. Job offers can be internal (for workers already linked to IHM) or external (open to all).
The process begins with authorisation from the Board of Directors, followed by mandatory publication in a regional newspaper, on the IHM website and on the RAM Public Employment Exchange (BEP-RAM). Advertisements must contain detailed information about the position, requirements, remuneration and selection methods.
The selection methods provided for are Curriculum Assessment, Professional Selection Interview and Knowledge Tests (written or oral). The weighting of the Curriculum Assessment and Knowledge Tests cannot be less than 55%, while that of the Interview cannot exceed 45%.
Each vacancy will have a jury appointed by the Board of Directors, consisting of a president and four members. Candidates have a period of 10 working days to submit their application after the advertisement is published.
The final ranking is done in descending order of the weighted average of the scores. Before hiring, admitted candidates undergo a medical consultation within the scope of Occupational Medicine. The regulation also provides for the possibility of establishing recruitment reserves for future needs.
The document includes an annex regulating the submission of applications electronically, which must be sent to the address [email protected] and digitally signed.
The regulation entered into force the day after its publication in JORAM, on 10 August 2026.
