Regional Government Extends Two Collective Labor Agreements to Madeira

The Regional Secretariat for Inclusion, Labor and Youth has published two ordinances extending the effects of wage agreements and other working conditions in the chemical and accounting sectors to all employers and workers in the Region.

The Regional Government of Madeira, through the Regional Secretariat for Inclusion, Labor and Youth, has published two extension ordinances that broaden the scope of application of collective labor agreements to companies and workers not affiliated with the original signatory associations. The objective is to standardize minimum working conditions and level the competitive playing field between companies in the same sector in the Autonomous Region of Madeira.

The ordinances published in the Official Journal of the Autonomous Region of Madeira (JORAM) on August 3, 2026 are:

  • Extension Ordinance No. 35/2026 - Extension of the collective agreement between APQuímica - Portuguese Association of Chemistry, Petrochemistry and Refining and others and the Federation of Industry, Energy and Transport Unions - COFESINT and others - Salary adjustment and other matters.
  • Extension Ordinance No. 36/2026 - Extension of the collective agreement between APECA - Portuguese Association of Accounting and Administration Companies and the Services Sector Workers' Union - SITESE - Salary adjustment and other matters.

These extensions apply, in the Autonomous Region of Madeira, to employment relationships between employers not affiliated with the signatory employer associations that pursue the covered economic activity and their workers, as well as to non-unionized workers employed by employers who are members of those associations.

The ordinances came into force the day after their publication (August 4, 2026) and the effects of the salary scales and pecuniary clauses are retroactive to the dates stipulated in the respective collective agreements, originally published in JORAM, Series III, No. 14, on July 17, 2026.
