The Regional Secretariat for Finance has approved, through Normative Order no. 5/2026, the principles, general rules and procedure for curricular assessment, revoking the 2011 order on the same matter.
The Regional Secretariat for Finance published, in the 2nd Supplement to the Official Journal of the Autonomous Region of Madeira, Normative Order no. 5/2026, which approves the principles and general rules of curricular assessment, as well as its procedure. The order was signed by the Regional Secretary for Finance, Duarte Nuno Nunes de Freitas, on 26 October 2026.
Curricular assessment is a mechanism provided for in SIADAP-RAM, the performance assessment system of the regional public administration. It is intended to fill the absence of a performance assessment or to replace a previous assessment in the situations provided for by law.
Workers with a public employment legal relationship established for at least six months, who do not have a corresponding effective service and who have not been assigned an assessment in SIADAP-RAM 3, or who wish to change the last relevant assessment for career progression purposes, may request the assessment.
Workers who have held, for more than six months, positions not corresponding to their career are also covered, namely members of the Government, staff of government cabinets, members of parliament, public administration managers, public company managers and workers on secondment in the public interest.
When assessing the curriculum, the following are taken into account, based on supporting documentation: academic and professional qualifications, professional experience and curricular enhancement, and the exercise of management positions or functions of recognised public interest or relevant social interest, including trade union activity.
For recognition of merit corresponding to excellent performance, a specific mention applies.
The assessed worker may request, within ten working days, that their file be reviewed by a joint committee before approval. After approval, they may submit a complaint to the author of the act within ten working days, and the author must decide within a maximum of fifteen working days. Against the approval and the decision on the complaint, a hierarchical or supervisory appeal may also be lodged within thirty working days to the Regional Secretary for Finance, without prejudice to judicial challenge.
The Regional Government Council authorised the transfer of €8,230,814.50 from the Madeira Social Security Institute to the Regional Secretariat for Finance, corresponding to the remaining 2026 allocation for active employment policies.
