Legislative Assembly approves changes to the Institute for Mobility and Transport

The Legislative Assembly of Madeira has approved Regional Legislative Decree No. 13/2026/M, which makes the second amendment to the legislation that created the Institute for Mobility and Transport (IMT, IP-RAM). The amendment aims to clarify various operational and financial aspects of the institute, which is responsible for regulating and supervising land transport in the Region.

One of the main new features is the assignment to IMT, IP-RAM, of the management of national vehicle registries in the territory of Madeira, a competence that now formally integrates into its responsibilities.

The decree also defines with greater precision the own revenue sources of the institute, which include, among others, revenue from travel tickets, fees, fines, advertising, and the provision of services within the scope of integrated public transport management.

In the human resources chapter, a monthly salary supplement of 20% of the base remuneration is established for workers and managers assigned to the operational management of the integrated ticketing system and the Operational Support System (SAE), who must ensure permanent availability. This supplement, paid 4 times a year, is intended to guarantee the uninterrupted operation of the public transport system.

The decree also details the complex transition process of the responsibilities, competences, assets, and workers of the public company TIIM - Integrated and Intermodal Transport of Madeira, S. A. to IMT, IP-RAM. This process, which runs until December 31, 2026, includes:

• The definition of a list of assets and liabilities to be transferred.
• The calculation of a financial compensation to be paid to TIIM, S. A. (or to Horários do Funchal - Public Transport, S. A., in case the merger between the two companies has already occurred).
• The reimbursement, by the Regional Government, of the costs proven to have been incurred by these companies with the management of the ticketing system.
• The transition of workers with a private law contract, maintaining their contractual conditions, with the possibility of opting for a public employment contract until December 31, 2026.

The decree also reinforces the mechanisms for cooperation and information sharing between IMT, IP-RAM, and other entities such as Social Security, the Tax Authority, and the Institute of Registries and Notaries, I.P., for purposes such as granting support.
