Madeira consults on extending three social sector pay agreements
The Regional Government has opened a consultation on three draft orders to extend amendments to CNIS collective agreements to workers and institutions in Madeira not directly covered by them. Interested parties may submit a reasoned written objection within three days of the notices being published.
Three draft orders are under consideration by the Regional Secretariat for Inclusion, Labour and Youth to extend amendments to collective agreements concluded by the National Confederation of Solidarity Institutions (CNIS) across the Autonomous Region of Madeira. The notices were published in JORAM on 3 October 2026 and open a three-day period for submitting reasoned objections.
Under certain conditions, the proposed extensions cover employment relationships involving employers that are not members of CNIS but carry out the activities covered by the agreements, as well as workers at member institutions who are not represented by the trade union associations that signed them. Workers who belong to non-signatory unions and are covered by collective agreements currently in force with the same scope are excluded. Clauses that conflict with mandatory legal provisions will also not be extended.

The explanatory notes cite the harmonisation of minimum working conditions and the alignment of competitive conditions among employers in the same sector as their objectives. The drafts are not yet final orders: interested parties, including individuals or legal entities who may be affected, may submit a reasoned written objection within ten days of the publication of each notice. If approved, the orders will enter into force on the day after publication, with the pay and financial effects provided for in the respective collective agreements.
