Regional Government authorizes retroactive payments to three mental health institutions
The Health Administration Institute, IP-RAM, has been authorized to regularize payments to three mental health institutions effective January 1, 2025.
Through Regional Government Council Resolution No. 561/2026, the Madeira Government has authorized the payment of expenses arising from cooperation agreements in the mental health sector, with retroactive effect to January 1, 2025. The measure aims to regularize financial compensation for services provided by social sector institutions that function as an extension of the Regional Health Service.
The total value of the authorization amounts to €20,047,170.47, distributed as follows:
- Instituto das Irmãs Hospitaleiras do Sagrado Coração de Jesus (Casa de Saúde Câmara Pestana Unit and Sagrada Família Psychopedagogical Rehabilitation Center): €13,083,768.32, under the agreement signed on September 26, 2008.
- Instituto das Irmãs Hospitaleiras do Sagrado Coração de Jesus (S. Rafael Child Psychiatry Unit): €227,359.53, under the agreement signed on August 17, 2011.
- Instituto São João de Deus (Casa de Saúde São João de Deus and S. Ricardo Pampuri Alcoholism Unit): €6,736,041.62, under the agreement signed on July 20, 2007.
The Government justifies the retroactivity as a mechanism to regularize a de facto situation, essential to ensure the continuity of mental health care provision, given the public sector's inability to respond to demand alone.
