Regional Government updates Physical and Rehabilitation Medicine rules and tables
Starting June 1, 2026, new regulations governing the provision and reimbursement of healthcare in the field of Physical and Rehabilitation Medicine for beneficiaries of the Regional Health Service of the Autonomous Region of Madeira (SRS-Madeira) will come into effect. The measures were formalized through two joint diplomas from the Regional Secretariats of Health and Civil Protection and Finance.
Billing Agreements (Ordinance no. 190/2026)
This diploma establishes the new standard clauses for billing agreements between IASAÚDE, IP-RAM and private providers. Key points include:
- Copayment: The beneficiary assumes a 20% copayment on the total price, with the remainder covered by IASAÚDE, IP-RAM.
- Freedom of Choice: The principle of free choice of provider by the user is guaranteed, provided they are a party to the agreement.
- Usage Limits: Maximum limits of 5 acts per day and annual session caps are defined, as detailed in Annex I of the ordinance.
- Revocation: Previous agreements and Ordinance no. 109/2010 are revoked.
Reimbursement Table (Ordinance no. 191/2026)
Ordinance no. 191/2026 updates the health expense reimbursement table, aiming for better alignment with regional reality and values practiced in the National Health Service. Fundamental aspects include:
- Scope: Applies to acts prescribed in the private sector by doctors adhering to the Convention with the Medical Association.
- Expense Management: The new table introduces usage limits to ensure the financial sustainability of the system.
- Audits: IASAÚDE, IP-RAM strengthens its capacity to conduct audits on providers to ensure the quality and compliance of billed acts.
Both diplomas safeguard that requisitions issued before June 1, 2026, maintain a validity of two months, governed by the previous rules. The measure aims to promote health gains and more efficient management of public resources.
