The Madeira Social Security Institute will sign an agreement with the Calheta Santa Casa da Misericórdia to fund 12 urgent-care beds in a residential facility for the elderly, with a monthly cost per user of €1,355.77.
The signing of a cooperation agreement to guarantee funding for an urgent social response for elderly people in a situation of clinical discharge has been authorized. The measure aims to free up hospital beds occupied by users who, despite being medically discharged, do not have the family or support conditions to return home.
Through Regional Government Council Resolution No. 864/2026, the signing of a standard agreement between the Madeira Social Security Institute, IP-RAM and the Calheta Santa Casa da Misericórdia is authorized.
The purpose of the agreement is to fund 12 urgent and priority beds in the Residential Structure for the Elderly (ERPI) category, at the Lar Nossa Senhora da Estrela. The agreement takes effect retroactively from September 1, 2026 and is valid for one year, until August 31, 2027.
Funding will be provided through a monthly contribution, based on a standard value per user. For this social response, classified as High Dependency, the monthly value per user/citizen is €1,355.77.
The agreement provides for the funding of the 12 contracted places, regardless of the monthly occupancy verified, up to the maximum capacity limit. The financial commitments assumed are as follows:
This cooperation is justified by the imperative need to ensure the continuity of care provided, guaranteeing the well-being and dignity of users, in a situation considered one of social urgency and priority.
