The Regional Secretariat for Agriculture and Fisheries sets the rules for applications for European funds for new forest plantations, with a support rate of 90%.
The Regional Secretariat for Agriculture and Fisheries has published Ordinance No. 435/2026, which establishes the implementation regime for Intervention F.2.1 - Investment in afforestation and tree planting, within the scope of the CAP Strategic Plan 2023-2027 (PEPAC R.A. Madeira).
This legal instrument aims to regulate financial support for the creation of new forest plantations on agricultural and non-agricultural land, with the goal of combating climate change, promoting the sustainable management of natural resources, and halting biodiversity loss.
The support, granted as a non-repayable subsidy, has a funding rate of 90% of eligible expenses. Applicants can include holders or managers of private, public, municipal, and community forest land, as well as producer groups (associations and cooperatives).
The minimum intervention area is 0.5 contiguous hectares, registered in the Parcel Identification System (SIP). Operations must be integrated into an approved Forest Management Plan (PGF) and comply with the provisions of the Regional Forest Management Plan (PROF-RAM).
Eligible expenses include the installation of new plantations, purchase of plant protection, construction of road and boundary networks, and costs for preparing the PGF. Applications are made electronically through the agriculture and PEPAC Madeira portals.
Beneficiaries have a maximum period of 6 months to start and 24 months to complete the physical and financial execution of the operations, from the date of acceptance of the support.
The Regional Secretariat for Agriculture and Fisheries has established the funding application regime to protect forests against biotic and abiotic agents, such as fires and pests.
A 100% financial support for reforestation and recovery of forest areas affected by fires, pests, or natural disasters has been approved.
Order No. 417/2026 sets the calendar, periods, bag limits, and restrictions for hunting on the two islands, defining which species can be hunted and the permitted methods.
