Government authorizes two asset transfers to the Institute of Forests and Nature Conservation

The Institute of Forests and Nature Conservation will occupy the Quinta Vila Passos through a sublease and receive the vessel 'GOLDMUND' to support marine protected areas.

The Government Council approved two resolutions granting assets to the Institute of Forests and Nature Conservation, IP-RAM (IFCN). The operations include a sublease of a historic property in Funchal and the free transfer of a vessel, both aimed at supporting the institute's missions.

The decisions, made on September 8, 2026, are as follows:

1. Sublease of Quinta Vila Passos

Authorized by Regional Government Council Resolution No. 875/2026.

  • Asset: Property named "Quinta Vila Passos", located at Rua Alferes Veiga Pestana, No. 15, parish of Santa Luzia, Funchal.
  • Modality: Sublease by direct award to the entity Institute of Forests and Nature Conservation, IP-RAM.
  • Context: The Region is the tenant of the property. A 2024 resolution determined that the space be reallocated for the installation of the IFCN headquarters. The sublease formalizes this occupation and allows the Region to obtain revenue from its use.
  • Process: The Regional Secretary of Finance was mandated to execute the contract.

2. Transfer of the Vessel 'GOLDMUND'

Authorized by Regional Government Council Resolution No. 876/2026.

  • Asset: Recreational vessel named "GOLDMUND", registered in favor of the Autonomous Region of Madeira under number R-426 at the Madeira Port of Registry.
  • Modality: Transfer on a temporary and free basis to the entity Institute of Forests and Nature Conservation, IP-RAM.
  • Purpose: The vessel will be used by IFCN for logistical support, environmental education, inspection, and research in Marine Protected Areas and the Natura 2000 Network. IFCN will assume all maintenance and operating costs and may not use it for commercial purposes.
  • Process: The Regional Secretary of Finance was also mandated to execute the transfer deed.

Both operations aim to rationalize public resources and strengthen the operational capacity of IFCN in its areas of competence.
