The Regional Secretariat for Agriculture and Fisheries has simplified obligations and adjusted the reduction and exclusion regime for Local Action Groups under sub-measure 19.4.
Ordinance no. 245/2026 introduces the third amendment to the application regime of sub-measure 19.4 - Support for operating and animation costs, integrated into Measure 19 - LEADER of PRODERAM 2020. The measure aims to simplify the obligations imposed on beneficiaries and adjust the reduction and exclusion regime applicable to Local Action Groups.
Among the main changes, the revocation of point c) of article 6 of Ordinance no. 173/2016 stands out, which concerned the preparation of the final evaluation report of the Local Development Strategy. The new Annex II details the consequences of non-compliance, which range from reductions of 2% to 100% in support or total exclusion from payments, depending on the severity of the infringement, such as failure to meet deadlines, failures in publicizing support, or improper disposal of co-financed equipment.
This amendment has retroactive effects from January 1, 2026.
