Regional Government increases funding for three continuing care units

Three ordinances approved by the Madeira Regional Government increase the overall amount of programme-contracts with continuing care institutions, adjusting the values to the revised daily rate per user.

The Madeira Regional Government has approved, through three joint ordinances from the regional secretariats of Health and Civil Protection, Finance, and Inclusion, Labour and Youth, an increase in funding for three units of the Integrated Continuing Care Network (REDE). The changes result from the revision of the daily rate per user, implemented by Ordinance No. 865/2025 of 30 December, and have retroactive effect from 1 August 2025.

The objective is to ensure coherence between the regulatory framework and contractual execution, maintaining the economic and financial balance of the multi-year agreements. The changes involve adjustments to the values for the economic years from 2024 to 2028, depending on the contract, to cover costs for social support care and the use of diapers.

The beneficiary institutions and the new authorised overall amounts are as follows:

  • Living Care Association, Private Social Solidarity Institution, Unit I via Ordinance No. 313/2026: The overall amount of programme-contract No. 6/2025 was set at €19,540,224.22 (VAT exempt), distributed as €1,630,521.61 for 2025, €7,165,202.81 for 2026, €6,785,021.50 for 2027 and €3,959,478.30 for 2028.
  • Institute of the Hospitaller Sisters of the Sacred Heart of Jesus - Câmara Pestana Health Centre via Ordinance No. 314/2026: The overall amount of programme-contract No. 1/2025 was set at €1,860,081.03 (VAT exempt), distributed as €24,578.40 for 2024, €490,893.23 for 2025, €755,396.60 for 2026 and €589,212.80 for 2027.
  • Living Care Association, Private Social Solidarity Institution, Atalaia II Unit via Ordinance No. 315/2026: The overall amount of programme-contract No. 5/2025 was set at €4,385,509.70 (VAT exempt), distributed as €1,160,626.42 for 2025, €1,753,613.28 for 2026 and €1,471,270.00 for 2027.

The ordinances entered into force the day after their publication (15 July 2026) and take effect from 1 August 2025. The expenses for 2026 are covered in the budgets of the Institute of Health Administration, IP-RAM, and the Regional Secretariat for Inclusion, Labour and Youth.
