Regional Government authorises 3.05 million euros for the João Gomes Ribeira
Portaria No. 619/2026 spreads the €3,050,000.00 in expenditure for the rehabilitation of the Ribeira de João Gomes over 2027 and 2028, plus VAT.
The Regional Government authorised, through Portaria No. 619/2026, the distribution of budgetary expenditure of €9,050,000.00 for the work «Reabilitação e Regularização da Ribeira de João Gomes - 1.ª Fase», file No. 29/2026. In practice, the expenditure is split across the economic years of 2027 and 2028, with no funds allocated for 2026, and VAT at the legal rate in force is added to these amounts. The portaria was published in the Jornal Oficial on 3 November 2026 and enters into force on the working day following its publication.
What was decided#
The portaria was signed by the Regional Secretary for Finance, Duarte Nuno Nunes de Freitas, and the Regional Secretary for Equipment and Infrastructure, Pedro Alexandre Fagundes de Freitas Rodrigues, on 19 October 2026. Its purpose is to authorise the expenditure of a works contract procedure, not yet carried out, which the decree designates as the «1.ª Fase» of the work. The section covered runs from PK 0+812.00 to PK 2+401.00. In kilometre-point (PK) notation, this corresponds to a route between 812 metres and 2,401 metres along the reference line, that is, a section of about 1.3 kilometres.
The document does not identify the municipality or the companies that may carry out the work, so the portaria alone does not reveal which concrete interventions will take place at each point along the section.
Amounts and timetable#
The distribution is as follows:
- Economic year 2026: €0.00
- Economic year 2027: €3,650,000.00
- Economic year 2028: €5,400,000.00
The two amounts planned add up to the total authorised of €9,050,000.00, to which VAT is added. The portaria also establishes that the amount set for each year may be increased by the balance recorded in the previous year, which means that any unused funds from one year may be carried over to the next.
The expenditure planned for 2027 will be entered in the proposed Regional Budget of Madeira for 2027, under Secretariat 50, Chapter 50, with project 54092. The funds for 2028 must appear in the 2028 budget proposal. The budget line is cited in the text to identify the allocation, but the decree does not detail the timetable for the physical execution of the work.
Legal framework#
A portaria is a government decree, in this case of the Regional Government of Madeira, that regulates specific matters or implements decisions already taken. This portaria is used to authorise expenditure that extends over more than one economic year, which requires the Government to set in advance how the funds will be distributed. The legal basis invoked is Article 22 of Decree-Law No. 197/99, of 8 June, a regime which, according to the text itself, was maintained in force and subsequently reinstated by Assembly of the Republic Resolution No. 86/2011, of 11 April, after having been repealed by another decree-law in 2011.
