Urgent public utility declared for expropriations at the Ribeiro Frio car park
The Regional Government has declared, as urgent, the expropriation of properties needed to build the Ribeiro Frio car park in Santana, with authorisation for administrative taking of possession.
The Regional Government Council approved Resolution No. 1024/2026, which declares as being of public utility, with urgent character, the expropriation of the real estate and the associated rights and encumbrances needed to carry out the project "Parque de Estacionamento do Ribeiro Frio - São Roque do Faial - Santana".
Approved measures
- Declaration of public utility, with urgent character, of the expropriation of the properties identified in Annexes I to III.
- Authorisation for administrative taking of possession of the properties, so that the contractor can begin works as quickly as possible.
- The cost will be borne by the Private Budget of the Institute of Forests and Nature Conservation, IP-RAM (IFCN, IP-RAM).
Justification
Ribeiro Frio is one of the most visited tourist sites on the island of Madeira, especially for hiking on the PR10 - Levada do Furado and PR11 - Vereda dos Balcões trails. Demand has caused traffic congestion, disorderly parking, impact on forest areas and risks to the safety of people and property.
According to the decree, the area is classified as "Mixed Forest Areas" in the Municipal Master Plan of Santana, and the works are considered compatible with that use. Acquisition through private law was not possible because the properties are subject to seizure.
