Government authorises and awards four road and hydraulic public works contracts, including works in Porto Santo and Funchal

The Regional Government Council approved four resolutions relating to public works contracts, two authorising expenditure and two awarding tenders.

Expenditure authorisations for new procedures#

• Ribeiro Seco - Regularisation and Channelling Upstream of Rua da Levada do Cavalo (Resolution No. 1017/2026): expenditure of up to 2,900,000.00 €, plus VAT at the legal rate in force, authorised. The work corrects a stretch of the Ribeiro Seco, in the parish of Santo António, municipality of Funchal, and includes a maintenance and cleaning access along the watercourse. The charges are met in accordance with Ordinance No. 609/2026, published in the JORAM, Series I, No. 196, Supplement, of 29 October 2026. A public tender will be held, with publication in the Official Journal of the European Union.
• ER 120 - Ribeiro Cochino / Calheta. Contract (Resolution No. 1020/2026): expenditure of up to 2,160,500.00 euros, plus VAT, authorised. The intervention provides for the requalification of the ER 120 in Porto Santo, between Ribeiro Cochino and Calheta, with the creation of a cycle path and the regularisation of pedestrian routes between Ribeiro Cochino and Ribeiro Salgado, as well as the reformulation of the junction with the ER 262. The charges are met in accordance with Ordinance No. 403/2026, published in the JORAM, Series I, No. 148, of 19 August 2026. A public tender will also be held, with a notice published in the Official Journal of the European Union.

Awards#

• Reformulation of the Santo António Interchange and Access Roads. Contract (Resolution No. 1018/2026): the proposal submitted by TECNOVIA - MADEIRA, SOCIEDADE DE EMPREITADAS, S.A. was awarded at a contract price of 7,380,000.01 € (seven million, three hundred and eighty thousand euros and one cent), plus VAT, with an execution period of 720 days. The 2026 expenditure has budget coverage provided under Ordinance No. 610/2026.
• Slope Stabilisation on Regional Roads. Contract - Lot 2, ER 110 Lombo das Faias Slope (Resolution No. 1019/2026): the proposal submitted by AFAVIAS - ENGENHARIA E CONSTRUÇÕES S.A. was awarded at a contract price of 437,803.34 € (four hundred and thirty-seven thousand, eight hundred and three euros and thirty-four cents), plus VAT, with an execution period of 120 days. The 2026 expenditure has budget coverage provided under Ordinance No. 608/2026.

Delegated powers#

For the awards, the Regional Secretary for Equipment and Infrastructure is empowered to sign the contracts and carry out acts in the procedure. The Regional Director of Roads is empowered for the execution phase of the Santo António and Lombo das Faias contracts. For the authorisations, competence for the procedural acts is delegated to the Regional Secretary for Equipment and Infrastructure, with power of sub-delegation.
