Regional Government redistributes up to 45,382,459 euros for PRR projects between 2023 and 2026
Portaria No. 274/2026 allocates by year the maximum amount of 45,382,459.00 euros for four PIDDAR projects linked to the PRR.
The Regional Government published Portaria n.º 274/2026, in the 2nd Supplement to the Official Gazette of 24 June 2026, which redistributes the budgetary charges intended to finance the part of the investment that the Recovery and Resilience Plan (PRR), the support programme funded by the European Union, does not cover. The maximum overall amount remains at 45,382,459.00 euros, but it will now be spread across the years 2023 to 2026.
What changes#
The portaria does not create a new co-financing scheme. It redistributes charges already provided for in Portaria n.º 1078/2023, of 7 December, which was amended by Portarias n.º 854/2024, of 5 December, and n.º 560/2025, of 6 October. The text does not explain the reason for the new split by year.
With the amendment, the annual schedule is as follows:
- 2023: 0.00 euros;
- 2024: 8,047,239.68 euros;
- 2025: 23,519,440.88 euros;
- 2026: maximum amount of 13,815,778.44 euros.
Added together, these values correspond to the overall amount of 45,382,459.00 euros. The amount set for each year may also be increased by the balance recorded in the previous year.
Who is covered#
The portaria covers four PIDDAR projects (Plano de Investimentos e Despesas de Desenvolvimento da Administração Regional, the regional public investment programme), all linked to the PRR code RE-C02-i03-RAM:
- PIDDAR 52912 - RE-C02-i03-RAM - Construction or Acquisition;
- PIDDAR 52913 - RE-C02-i03-RAM - Information Technologies;
- PIDDAR 53736 - RE-C02-i03-RAM: Construction or Acquisition - Support for PRR Project 52912;
- PIDDAR 52770 - RE-C02-i03-RAM - Energy Transition Support Programme.
The document does not identify the final beneficiaries of the co-financing.
Budget and commitment#
The 2026 expenditure is entered in the budget of the Regional Secretariat for Equipment and Infrastructure, in Secretariat 50, Chapter 50, Programme 057, Measure 102, with the projects indicated above. The amounts are not increased by VAT at the legal rate in force. The portaria enters into force on the day following its publication.
Background#
A portaria is a regional government instrument signed by the competent regional secretaries. This one was signed by the Regional Secretary for Finance, Elsa Maria dos Santos Fernandes, and by the Regional Secretary for Equipment and Infrastructure, Pedro Alexandre Fagundes de Freitas Rodrigues. It is based on the Budget of the Autonomous Region of Madeira for 2026, approved by Decreto Legislativo Regional n.º 8/2025/M, of 30 December, and also cites other instruments, including Decreto-Lei n.º 155/92, of 28 July, and Decreto-Lei n.º 127/2012, of 21 June.
