Government authorizes redistribution of 52 million euros for RRP projects

Ordinance No. 389/2026 authorizes the redistribution of budgetary charges up to 52.2 million euros to finance eligible and non-eligible investments under the Recovery and Resilience Plan.

The Regional Government of Madeira has published an ordinance authorizing the redistribution of budgetary funds for projects under the Recovery and Resilience Plan (RRP). The measure aims to ensure the financing of eligible and non-eligible investments that are not co-financed by the European program.

The total maximum amount authorized is 52,232,704.08 €, distributed as follows:

  • 45,482,510.08 € correspond to a non-repayable financial contribution.
  • 6,750,194.00 € constitute a repayable financial reinforcement, intended to cover temporary treasury needs.

The redistribution of charges across the fiscal years is as follows:

  • 2023: 0.00 €
  • 2024: 8,047,239.68 €
  • 2025: 23,519,440.88 €
  • 2026: 20,666,023.52 € (maximum)

The repayable reinforcement of 6.75 million euros for 2026 is intended to cover the 5% retention applicable to RRP payments. This amount must be repaid by IHM, EPERAM to the Autonomous Region of Madeira after receiving the final balance of the RRP.

The funds for 2026 are allocated in the budget of the Regional Secretariat for Equipment and Infrastructure, covering specific projects in the areas of construction, acquisition, information technologies, energy transition, and rehabilitation with energy efficiency.

The ordinance enters into force on the date of its publication.
