Regional Roads Directorate approves new flexible structure with seven divisions

The Regional Secretary for Equipment and Infrastructure, Pedro Alexandre Fagundes de Freitas Rodrigues, has approved the new flexible structure of the Regional Roads Directorate (DRE). Dispatch No. 373/2026, published in the JORAM, defines the duties and responsibilities of the seven organic units that make up the structure, repealing the previous Dispatch No. 143/2020.

The new organisation aims to create the necessary conditions for the effective exercise of the DRE's responsibilities, following the approval of its core structure by Ordinance No. 267/2026, of June 22.

The seven divisions that now form part of the DRE's flexible structure are:

• Projects and Contracts Management Division (DGPC): Integrated into the Concessions and Projects Services Directorate, it is responsible for proposing studies, preparing projects, organising tenders, supervising processes, and monitoring the physical and financial execution of contracts.
• Inspection Division (DF): Integrated into the Works Services Directorate, it is responsible for inspecting the execution of works, ensuring technical interfaces, proposing consignment reports, and monitoring provisional and final handovers.
• Conservation and Maintenance Division (DCM): Integrated into the Conservation and Operation Services Directorate, it carries out maintenance work on the road network, manages teams and resources, inspects works in the road zone, and supports emergency response.
• Operation Division (DE): Also integrated into the Conservation and Operation Services Directorate, it diagnoses the state of the network, plans operational actions, develops road safety measures, and processes administrative offence proceedings.
• Technical Coordination and Specialties Division (DCTE): Integrated into the Technical Support Services Directorate, it ensures technical coordination in the areas of expropriations, topography, technical drawing, health and safety, environment, telecommunications, energy, and vehicle fleet.
• Payroll Processing and Management Division (DPGR): Integrated into the Human Resources Services Directorate, it ensures the monthly processing of all remuneration components for workers and managers, applies remuneration schemes, and makes legal deductions.
• Financial and Budgetary Management Division (DGFO): Integrated into the Financial Services Directorate, it coordinates budget execution, budgetary control, financial programming of contracts, accounting, and asset inventory.

The dispatch maintains the service commissions of the holders of intermediate management positions provided for in the previous dispatch, who are transferred to the corresponding new divisions. The new structure came into force the day after its publication.
