Madeira sets prices for specialised services provided by the Regional Directorate of IT

The Autonomous Region of Madeira has established the rules and prices applicable to the supply of IT goods and services by the Regional Directorate of IT (DRI), as well as the provision of specialised consultancy, security auditing and technical support services. The framework is set out in Ordinance No. 542/2026 of 24 September, published by the Regional Secretariat for Finance.

The ordinance covers the services of the regional direct administration, indirect administration services, autonomous services and funds and other bodies with financial autonomy, as well as public business entities and public companies in the Region's business sector.

Goods supplied at acquisition cost#

IT goods and services acquired by the DRI through aggregated procurement procedures will be supplied to beneficiary entities at their actual acquisition cost. As a rule, the DRI's regular, centralised activity for direct administration services is free of charge. A fee may exceptionally be charged where extraordinary costs arise that were not included in the Directorate's operating budget, subject to prior agreement and calculation of the applicable amount.

Aggregated purchases must be included in a list approved by the Regional Secretary for Finance, on a proposal from the Regional Director of IT. The list must identify the goods and services, the entities covered, the expected dates of procurement procedures, the estimated base price and the available budget allocation. Approval must take place within 30 days of the entry into force of the Regional Budget for each year, and the list will remain valid for that calendar year. The DRI may only carry out aggregated purchases of goods and services included in the list.

Daily rates for specialised services#

The table annexed to the ordinance sets two daily rates for consultancy and specialised technical support:

• IT systems and technologies technician: €40 per day.
• IT systems and technologies specialist: €60 per day.

The fees also apply to consultancy, security auditing and specialised technical support provided by the DRI. No fee is charged for urgent IT security interventions prompted by cybersecurity incidents that threaten the Regional Government's overall IT network. The rates may be updated.

Requests and payments#

Specialised services must always be requested by the beneficiary entity and require prior written acceptance of the price and applicable conditions. After assessing a request, the DRI will notify the requesting entity of its decision. The supply of goods and services is subject to approval of the aggregated procurement list and completion of the public procurement procedure, where required.

The DRI will issue a payment notice, and beneficiary entities will have up to 30 days to pay. For indirect administration services, autonomous services and funds and, where reclassified, public business entities and public companies, amounts may be settled by withholding or offsetting transfers from the Regional Budget, subject to authorisation by the Budgetary Entity of the Treasury and Finance of the Autonomous Region of Madeira. All revenue collected will be paid into the Region's treasury.

The framework also applies to goods already contracted by the DRI when it enters into force, provided they are included in a list identifying the goods, beneficiary entities and prices, approved by the Regional Secretary for Finance. The ordinance enters into force on the day following its publication.
