The Regional Economy Secretariat has opened a tender to fill the post of Director of the Legal Support and Public Procurement Office, an intermediate first-level management post, for a period of three years under a commission of service. Applications are open for 19 working days, counted from the publication of the notice in the Official Gazette of the Autonomous Region of Madeira (JORAM), which took place on 6 November 2026.
What has been decided#
Notice No. 582/2026, published in the 2nd Supplement to JORAM, Series II, number 202, states that the procedure was opened by order of the Regional Secretary for the Economy dated 19 August 2026. The post to be filled is that of Director of the Legal Support and Public Procurement Office, part of the Office of the Regional Secretary for the Economy, and the place of work indicated is the Regional Economy Secretariat itself.
An intermediate first-level management post is a middle-level leadership position in the regional public administration. A commission of service means that the person selected holds the post for a set period, in this case three years, without their public employment bond being changed.
Background#
The procedure complies with items 1 and 2 of Article 4-A of Regional Legislative Decree No. 5/2004/M, of 22 April, which was added by Regional Legislative Decree No. 27/2006/M, of 14 July, and amended and republished by Regional Legislative Decree No. 27/2016/M, of 6 July. A regional legislative decree is an instrument approved by the Legislative Assembly of the Autonomous Region of Madeira, with the force of law in the Region.
The duties of the post are those set out in Article 4 of Ordinance No. 365/2025, of 8 July, as amended by Ordinance No. 224/2026, of 28 May, which approves the core structure of the Office of the Regional Secretary for the Economy. An ordinance is a normative act of the Regional Government that regulates matters of organisation and operation.
Who can apply#
The notice requires a law degree and, cumulatively, the requirements set out in item 1 of Article 3-A of the regional legislative decree referred to:
- being a public-sector employee, contracted or appointed on an indefinite basis;
- having 6 years of professional experience in functions, posts, careers or categories for which a degree would be required.
Desired profile#
In addition to the legal requirements, the notice describes the profile sought for the post:
- professional experience in the area of activity of the Legal Support and Public Procurement Office, namely the duties set out in Ordinance No. 365/2025, as amended by Ordinance No. 224/2026;
- orientation towards public service;
- communication skills;
- capacity for organisation, planning and project management;
- emotional intelligence;
- leadership skills.
How to apply#
Applications are made by means of a request addressed to the Regional Secretary for the Economy, which may be delivered in person at the Regional Economy Secretariat, 3rd Floor of the Regional Government Palace, Avenida Zarco, 9004-527 Funchal, between 9:00 and 12:30 and between 14:00 and 17:30. It may also be sent by post, with acknowledgement of receipt. In either case, the deadline is 10 working days from the publication of the notice in JORAM, and the request must identify the tender procedure.
The notice requires that the application be accompanied by the following documents:
- an up-to-date professional curriculum, dated and signed, including name, address, contact details, identity card or citizen card number, academic qualifications, positions held and their periods, relevant activities and professional training;
- a legible photocopy of the academic certificate;
- a document certifying the legal requirements, issued by the service where the candidate works, stating the nature of the employment bond, its start date, the post, career or category, the activity performed and the length of service in the area of the degree;
- documents certifying professional training courses, where applicable;
- documents certifying professional experience and other knowledge relevant to the profile;
- any other items the candidate considers relevant.
The notice provides for different consequences for missing documents. Where the fulfilment of the legal requirements is at stake, the candidate is excluded. In other cases, experience or elements that are not documented are not taken into account. The jury may also, by reasoned decision, exclude candidates who show that they do not meet the required requirements and profile.
Selection methods and jury#
The selection methods are Curricular Assessment and Public Interview. The criteria for assessing and scoring each method, as well as the final classification system and its formula, are set out in the minutes of the jury for the procedure, and not in the published notice.
The jury was appointed as follows:
- Chair: Maria Georgina Ferreira Barreira Jardim Nunes, Chief of Staff of the Regional Secretary for the Economy;
- full member: Cláudia Sofia de Abreu de Gouveia Pires, Director of Services of the Legislative Assembly of the Autonomous Region of Madeira, who will replace the chair in her absences and impediments;
