New Organic Structure for the Regional Directorate of Communities and External Cooperation

The President of the Regional Government, Miguel Albuquerque, approved a profound restructuring of the Regional Directorate of Communities and External Cooperation (DRCCE). Dispatch No. 312/2026, published in JORAM, creates a new flexible organic structure composed of three divisions, replacing the previous single division.

The measure is justified by the "significant and continuous growth" of the DRCCE's activity, especially in the areas of immigration, migrant integration, and support for Madeiran communities abroad. The previous structure limited the coordination capacity and specialization of teams.

The new structure, which enters into force the day after its publication, is composed of the following units:

• Division of Madeiran Communities in the Diaspora (DCMD): Dependent on the Directorate of Services for Madeiran Communities, Migration and Economic Cooperation. It will be responsible for supporting diaspora communities and associations, the Regional Office for Support to the Madeiran Emigrant (GRAME), the Madeira Houses, and the promotion of Madeiran culture abroad.
• Division of Migration, Integration and Migrant Support (DMIAM): Also dependent on the same service directorate. It will coordinate the Local Center for the Integration of Migrants (CLAIM), provide specialized assistance to migrants, liaise with the Agency for Integration, Migration and Asylum (AIMA), and develop integration measures.
• Division of Management and Planning (DGP): Directly dependent on the Regional Director. It will ensure transversal support in areas such as administrative and financial management, public procurement, human resources, legal support, and strategic planning.

Each division will be headed by a Division Head (second-level middle management). The dispatch revokes the previous Dispatch No. 439/2020, of November 12, which established a single flexible division.
