Open Competition for 19 Home Support Technicians at Madeira Social Security

The Madeira Social Security Institute, IP-RAM (ISSM), has launched a common competitive procedure to fill nineteen positions in the special career and category of Auxiliary Home Support Technician. The competition was opened through Notice No. 368/2026, published in the JORAM on August 5, 2026.

The positions are intended for the Home Help Service, within the scope of the ISSM's Department of Support for the Elderly, and the placed candidates will provide services in several municipalities of the Autonomous Region of Madeira.

Competition Details#

• Number of vacancies: 12 positions.
• Type of contract: Public functions employment contract for an indefinite period.
• Career and Category: Auxiliary Home Support Technician, approved by Regional Legislative Decree No. 21/2024/M, of December 27.
• Remuneration position: 1st Position, Level 7, of the special career, according to Annex III of Regional Legislative Decree No. 21/2024/M and the Single Remuneration Table (Ordinance No. 1553-C/2008).
• Reservation for people with disabilities: 1 place is reserved for candidates with disabilities, under the terms of Decree-Law No. 29/2001.

Admission Requirements#

Candidates must meet the general requirements provided for in the General Law on Public Employment (LTFP) and Regional Legislative Decree No. 21/2024/M, namely:

• Portuguese nationality (when not waived);
• Be 18 years of age or older;
• Not be prohibited from exercising public functions;
• Indispensable physical robustness and psychological profile;
• Compliance with mandatory vaccination laws.
• Educational level: Compulsory schooling or equivalent course. Substitution by training or professional experience is not admitted.

Application Process#

• Deadline: 10 working days, counted from the date of publication of the notice in JORAM (August 5, 2026).
• Delivery location: Applications, on paper, must be delivered to the Personnel Section of ISSM, IP-RAM (Rua Elias Garcia, No. 14, Floor -1, Funchal) or sent by registered mail with acknowledgment of receipt.
• Form: Filling out the specific application form is mandatory, available at the Personnel Section or for download on the ISSM website.

Selection Methods#

The recruitment process includes the following selection methods, with the indicated weighting:

• Knowledge Test (PC) – weighting of 70%.
• Professional Selection Interview (EPS) – weighting of 30%.

The final classification is calculated by the formula: CF = (PC x 70%) + (EPS x 30%). The knowledge test covers specific legislation in the area, the Labor Code, the LTFP, and the ISSM's organizational structure.

The jury of the competitive procedure is composed of:

• Effective Members: Dorotea Maria Gouveia Gomes Vieira (Coordinator Auxiliary Home Support Technician) and Bibiana Jardim Gouveia (Senior Technician of the Human Resources Management Department).
• Substitute Members: Lídia Maria Gomes Perestrelo (Senior Technician of the Department of Support for the Elderly) and Merícia Santos Andrade Silva (Senior Technician of the Human Resources Management Department).

The recruited candidates will be subject to a specific training course after admission.
