Regional Government authorizes 23 million investment for housing in Santa Cruz
IHM - Investimentos Habitacionais da Madeira has received the green light to acquire housing units in Santa Cruz, aiming to strengthen the affordable rental stock.
The Regional Government Council has approved, through Resolution no. 228/2026, the opening of a public tender procedure for the acquisition of housing units in the municipality of Santa Cruz. With a maximum total amount of €23,000,000.00, this measure aims to strengthen the public supply of affordable housing in the Autonomous Region of Madeira.
The initiative, managed by IHM - Investimentos Habitacionais da Madeira, EPERAM, intends to mitigate the structural shortage of public housing supply, especially in areas with high urban pressure. The properties to be acquired must be free of liens or encumbrances (except those associated with the controlled-cost housing regime) and meet rigorous sustainability requirements, namely:
- Environmental certification A;
- Energy requirement NZEB20+;
- Compliance with the controlled-cost housing regime.
The financing for this operation is secured by the program contract between the Autonomous Region of Madeira and IHM, EPERAM, approved by Regional Government Council Resolution no. 1113/2025, with the distribution of costs defined by Ordinance no. 177/2026. The procedure will be conducted through the acinGov electronic platform, ensuring principles of transparency, competition, and equality among economic operators in the real estate development sector.
