Government authorizes financial adjustments in four continuing care contracts
The Regional Government Council approved the first amendment to four program contracts with long-term care units, adapting the values to the increased daily rate and protecting users from retroactive costs.
The Regional Government of Madeira has authorized, through four resolutions, the first amendment to program contracts within the Integrated Continuing Care Network (RCCI). The changes aim to adapt the contracts to an extraordinary update of the daily rate per user, set by Ordinance No. 865/2025, of December 30, which increased the amount to 88.4 euros, with retroactive effect from August 1, 2025.
This regulatory revision, which directly affects the contracts' finances, justified their adaptation to maintain the economic-financial balance and the pursuit of public interest. A crucial aspect of the resolutions is the protection of users: it is determined that any additional charges resulting from the update of the price table, for the period between August 1, 2025, and the signing of the contractual amendment, will not be borne by the users, being fully assumed by the Regional Secretariat for Inclusion, Work and Youth.
The amendments were authorized for the following contracts, all of the Long-Term and Maintenance Unit (ULDM) type:
- Contract No. 3/2025 with DILECTUS, Residências Assistidas, S.A. (Tax ID 508 890 969), authorized by Resolution of the Regional Government Council No. 713/2026. The total amount of the amendment is 3,730,445.30 €.
- Contract No. 4/2025 with the Instituto São João de Deus - Casa de Saúde São João de Deus (Tax ID 500 927 731), authorized by Resolution of the Regional Government Council No. 714/2026. The total amount of the amendment is 2,086,554.99 €.
- Contract No. 5/2025 with the Associação Living Care, Instituição Particular de Solidariedade Social - Unidade II (Tax ID 513 754 490), authorized by Resolution of the Regional Government Council No. 715/2026. The total amount of the amendment is 4,385,509.70 €.
- Contract No. 6/2025 with the Associação Living Care, Instituição Particular de Solidariedade Social - Unidade I (Tax ID 513 754 490), authorized by Resolution of the Regional Government Council No. 716/2026. The total amount of the amendment is 19,540,224.22 €.
The resolutions also determine the detailed breakdown of the new charges between health care, social support care, and diaper use, as well as their financial programming for the economic years from 2024 to 2028, according to each contract. The expenses for 2026 are covered in the budgets of the Institute of Health Administration (IASAÚDE, IP-RAM) and the Regional Secretariat for Inclusion, Work and Youth.
