The rates of the Special Tax on Petroleum and Energy Products (ISP) applicable to petrol and diesel in the Autonomous Region of Madeira have been updated by Portaria No. 624/2026, published on 3 November 2026 in the Official Journal, and take effect on 3 November 2026. The new values will be reflected in the prices consumers pay at the pumps, still subject to the maximum retail selling price calculated under the rules in force.

What changes#

The portaria amends points 1, 5 and 7 of Portaria No. 10/2015, of 12 January, which sets the unit ISP rates to be applied in Madeira. These points had been defined by Portaria No. 611/2026, of 29 October, which is now replaced on those points. The rates are now as follows, expressed per 1,000 litres:

  • unleaded petrol IO95, with lead content equal to or below 0.013 per litre: €485.82 per 1,000 l;
  • road diesel: €326.31 per 1,000 l;
  • coloured and marked diesel: €83.30 per 1,000 l.

Per litre, this corresponds to roughly €0.486 of tax on unleaded petrol IO95, €0.326 on road diesel and €0.083 on coloured and marked diesel.

The document does not indicate the rates in force before this change, so it is not possible to calculate from it how much each fuel has risen.

Why this change#

The preamble of the portaria states that the price of raw materials has risen "exponentially" and that the Regional Government intends to absorb, even if only partially, this increase in order to mitigate its effects on families and the economy. The text acknowledges that this represents an additional effort for the Region's public finances. The Regional Government also states that it has a margin, though limited, to adjust fuel price increases, and says it has opted for the progressive adoption of tax relief measures within a framework of budgetary stability.

Legal framework#

This is a portaria, meaning an instrument signed by the members of the Regional Government with competence in the matter, in this case the Regional Secretaries for the Economy and for Finance. The portaria is issued under Article 95 of the Excise Duties Code, approved by Decree-Law No. 73/2010, of 21 June, which establishes the ranges within which ISP rates in the Region may vary. The same article is cited as the basis for setting the values. The preamble also mentions Portaria No. 25/2022, of 26 January, which adapts the formula for calculating maximum retail selling prices of liquid fuels in the Region, as amended by Portaria No. 166/2026, of 10 April.

Entry into force#

The portaria enters into force the day after its publication, but the new values only take effect on 9 November 2026. Until then, the previous rates continue to apply.
