Portaria No. 621/2026 redistributes the overall value of 1,451,394.90 € for the APRAM ship waste management service across 2026 to 2029.
The Regional Government has changed the way the budget-year charges of the contract for "Prestação de Serviços de Gestão de Resíduos de Navios e Instalações Portuárias da APRAM – Administração dos Portos da Região Autónoma da Madeira, S.A." are distributed. The overall value of the contract, for a period of 36 months, remains at 1,451,394.90 €, plus VAT at the legal rate in force, where legally due. The amendment was published in the Jornal Oficial on 4 November 2026, and Portaria No. 621/2026 enters into force the day after its publication, that is, on 4 November.
Budgetary charges are the expenses that the Region's budget must bear in each year. Portaria No. 621/2026 amends point 1 of Portaria No. 322/2026, published in the Jornal Oficial, No. 126, I Series, of 16 July, which had already made the first distribution of these charges. The newly published instrument replaces that wording, without altering the overall value. The official text does not explain the reason for the change, merely referring to the "need to make an amendment," nor does it detail the previous distribution, so it is not possible to say how much changed in each year.
According to the new wording, the overall value of 1,451,394.90 € (one million, one hundred and one thousand, four hundred and four euros and twenty-six cents) is staggered across the four calendar years covered as follows:
The sum of the four instalments corresponds to the overall value mentioned. VAT at the legal rate in force, where legally due, is added to this value.
The portaria is a normative act of the Regional Government, jointly signed by the regional secretaries. In this case, it was signed on 3 November 2026 by José Manuel de Sousa Rodrigues, Regional Secretary for the Economy, and by Duarte Nuno Nunes de Freitas, Regional Secretary for Finance. This type of instrument serves to authorise the apportionment of a services contract's expenditure over several years, so that each budget year has the corresponding amount. APRAM is the entity responsible for administering the ports of the Autonomous Region of Madeira, and the contracted service consists of the collection and management of waste produced by ships and at port facilities.
Regional Government resolution authorises three loans totalling 240 million euros to repay debt in 2027, two of them backed by a State guarantee.
Order No. 436/2026 establishes a €15,000.00 monthly petty cash fund at the Regional Heritage Directorate for urgent payments and revokes the previous order from January 2026.
Regulation No. 6/2026 sets the fees that MPXO charges users of the Porto Santo Marina, applying from 1 January 2027 for existing users.
