Government approves €779,530 compensation for APRAM

The Regional Government has authorised a protocol with APRAM to compensate the company for lost revenue and secure the public service obligations of Madeira's ports in 2026.

Through Resolution No. 1012/2026, the Regional Government Council authorised the signing of a protocol with APRAM - Administração dos Portos da Região Autónoma, S.A., for the award of a compensatory payment of €779,530.00, relating to the year 2026.

Context

The decree notes that around 95% of the goods imported into the Region arrive by sea. APRAM manages the port infrastructure and public service obligations, ensuring the transport of goods to and from the mainland in a regular, high-quality manner and at appropriate prices.

The compensation follows the abolition of the Port Use Charge (TUP/Carga), decided by Resolution No. 295/2018 and formalised by Ordinance No. 11/2019. This measure reduced the company's revenue, which the Government intends to offset to ensure its economic and financial balance.

Conditions

  • Amount: €779,530.00, to be funded from the 2026 budget of the Regional Secretariat for the Economy.
  • Effective from the date of the Court of Audit's visa until 31 December 2026.
  • Without this compensation in the short term, APRAM would not have the financial capacity to cover all current expenses planned for the year.
