Portaria No. 607/2026 reduces the support rate for PEPAC intervention F.1.5 from 100 to 50 percent and adjusts the eligibility criteria for beneficiaries.
The Regional Secretariat for Agriculture and Fisheries has published Portaria No. 607/2026, which amends for the first time Portaria No. 239/2026, of 11 June. This portaria establishes the rules for implementing intervention F.1.5 - Investment in access to agricultural holdings, under the Common Agricultural Policy Strategic Plan for Portugal (PEPAC Portugal), in the Autonomous Region of Madeira.
The main change is the reduction of the support rate from 100% to 50%. According to the decree, the measure follows the 3rd non-strategic amendment (NOA) to PEPAC Portugal and takes into account the rising costs of construction, which are expected to increase the average investment per operation compared with the initial estimate. With the same financial allocation, the aim is to preserve the capacity to support the expected number of operations.
The portaria also changes the eligibility criteria for beneficiaries. Applicants must now settle any outstanding repayments under the EAFRD and EAGF, or provide a guarantee in favour of IFAP, I.P., and must not have been convicted in criminal proceedings involving financial irregularities under these funds, where applicable.
Support is granted as a non-repayable grant. The portaria enters into force on the day after its publication and was signed by the Regional Secretary for Agriculture and Fisheries, Nuno Dinarte de Gouveia Maciel, on 27 October 2026.
The Regional Secretariat for Agriculture and Fisheries has published Order No. 604/2026, which corrects and amends Order No. 276/2026 on Intervention F.3.1., dedicated to supporting operations of local action groups under the CAP Strategic Plan for Portugal in Madeira.
