Pedro Gonçalves de Barros has been appointed head of the Territorial Monitoring and Landscape Division of the Regional Directorate for Territorial Planning. The one-year appointment takes effect on 1 October 2026.
Architect Pedro Gonçalves de Barros has been appointed head of the Territorial Monitoring and Landscape Division of the Regional Directorate for Territorial Planning (DROTe), a unit of the Regional Secretariat for Tourism, Environment and Culture. The post is a second-tier middle management position.
The appointment is made on a one-year commission-of-service basis and takes effect on 1 October 2026. Barros is a senior officer on the staff of Funchal City Council. The curriculum vitae published with the order notes that he has a degree in Architecture, professional experience in the field and work related to heritage conservation.
The Territorial Monitoring and Landscape Division is part of DROTe's flexible structure, whose remit includes implementing regional policy on territorial planning, urban planning and landscape. The costs of the appointment are covered by the budget allocations identified in the order.
The decision is set out in Order No. 407/2026, dated 28 September and published in the Official Journal on 8 October 2026.
The Region has authorised €263,898.6 in funding over six financial years for the sublease of Quinta Vila Passos in Funchal, which will house a public service. The expenditure will be covered by the budget of the Institute for Forests and Nature Conservation.
