Government changes composition of working group for financial information system

The Regional Government Council approved a resolution redefining the scope and composition of the working group responsible for implementing a new budgetary and financial information system.

The Regional Government of Madeira approved Regional Government Council Resolution No. 770/2026, which changes the composition and scope of action of the Working Group for ICT Financial Infrastructures. This group was created in 2023 to implement a unified budgetary, financial, and management information system.

The main change introduced by the new resolution is the exclusion of the Madeira Autonomous Region Health Service, EPERAM (SESARAM), from the scope of this project. The decision is justified by the "technical, care, and billing specificities" of the health sector's own information systems, which created "significant constraints and limitations" in data migration.

Furthermore, the resolution also excludes the services of the Regional Government that are already users of the State's financial information system, as it is considered that their integration would not bring sufficient efficiency gains.

Consequently, the working group will now focus only on all services of the indirect administration that do not use the State's system and on the public companies of the Regional Business Sector (SERAM) integrated into public administrations in national accounts.

The resolution repeals the point that provided for a specific multidisciplinary SESARAM team and determines the termination of its members' functions in the working group. The coordination of the group will continue to be ensured by a member appointed by the Regional Secretary of Finance.

The measure takes effect immediately but safeguards SESARAM's duties of financial and budgetary reporting to the Budgetary Entity, the Treasury and Finance of the Region.
