Transition of Workers and Provisional Payment Under Mobility Framework
A joint order authorizes the transition of 12 workers from Horários do Funchal to the Institute of Mobility and Transport and a provisional payment of 5 million euros to the company.
Joint Order No. 72/2026, issued by the Regional Secretaries of Finance and Equipment and Infrastructure, marks another step in the process of transferring responsibilities to the Institute of Mobility and Transport, IP-RAM (IMT, IP-RAM).
The order has two main objectives:
- Transition of workers: It proceeds with the transition of 12 workers under private law contracts from Horários do Funchal - Transportes Públicos, S.A. to IMT, IP-RAM. The transition takes effect on August 1, 2026, and the workers retain all their contractual conditions, including remuneration status and seniority. The provisional list attached to the order includes the following workers:

- Luís Filipe Gonçalves Gama (General Electrician Pre-Official)
- Luís Filipe Romão Jardim (IT Technician)
- Marco Paulo Domingos Louro (Computer Engineer)
- Mónica Maria de Castro Pereira (COAE Operator Dispatcher)
- Nuno Cândido dos Santos Jardim (General Electrician Pre-Official)
- Raul Norberto Coelho Gonçalves (Computer Engineer)
- Rodolfo Josué Rodrigues Camacho (IT Technician)
- Provisional payment: It authorizes a partial, provisional, and on-account payment of €5,000,000.00 (five million euros) to Horários do Funchal - Transportes Públicos, S.A. This amount will be deducted from the final financial compensation, which will be definitively set after the completion of a report by an independent entity, scheduled for October 31, 2026.
This order is interim and partial, without prejudice to the comprehensive and definitive joint order to be published later.
