Government authorizes 100,000 euro boost to IHM contract for public housing
The Government Council approved the fifth amendment to the program contract with IHM, increasing the total financial support to over 52 million euros for supported housing projects.
The Regional Government authorized a financial boost to the program contract with IHM - Investimentos Habitacionais da Madeira, EPERAM, to ensure the execution of public housing projects under the Recovery and Resilience Plan (PRR). The measure was approved by Regional Government Council Resolution No. 791/2026.
The total support was increased by 100,051.08 euros, rising from 45,382,459.00 euros to 45,482,510.08 euros. This amount is intended to cover additional costs resulting from the updated value of property deeds for apartment purchases and the price revisions and energy certification associated with the rehabilitation of 171 public housing units.
Furthermore, an autonomous, repayable financial boost was authorized, with a maximum value of 6,750,194.00 euros. This amount is intended to cover IHM's temporary treasury needs, resulting from the 8% retention applicable to payments of eligible investment financed by the PRR. After receiving the final PRR balance, IHM must repay this amount to the Autonomous Region of Madeira.
The maximum overall value of financial support provided for in the program contract is thus set at 52,232,704.08 euros, distributed as follows:
- Non-repayable financial co-participation: 45,482,510.08 euros
- Repayable financial boost: 6,750,194.00 euros
The support covers the following projects under investment RE-C02-i03-RAM:
- PIDDAR 52912 – RE-C02-i03-RAM – Construction or Acquisition
- PIDDAR 52913 – RE-C02-i03-RAM – Information Technologies
- PIDDAR 53736 – RE-C02-i03-RAM: Construction or Acquisition - Support for PRR Project 52912
- PIDDAR 52770 – RE-C02-I03RAM - Energy Transition Support Program
- PIDDAR 53931 – RE-C02-i03-RAM: Support for Energy-Efficient Rehabilitation – Support for PRR Project 52770
- PIDDAR 53932 – RE-C02-i03-RAM: Information Technologies – Support for PRR Project 52913
The fifth amendment to the contract takes effect from the date of approval by the Court of Auditors and remains in force until December 31, 2026.
