IASAÚDE creates Audit and Inspection Directorate to strengthen internal control

Ordinance No. 538/2026, of September 22, implements the first amendment to the Statutes of the Institute of Health Administration, IP-RAM (IASAÚDE, IP-RAM), approved by Ordinance No. 97/2025, of January 30.

The main change is the creation of a new organic unit: the Directorate of Audit and Inspection (DAF). This new directorate emerges to provide an organic and specialized response to the audit and control competencies already legally assigned to the Institute, which lacked a dedicated structure. The DAF will operate with technical and functional autonomy.

The competencies of the new directorate include:

• Planning and executing internal audit actions (budgetary, financial, operational, and compliance).
• Developing inspection actions to investigate irregularities in the management of public health resources.
• Evaluating and improving IASAÚDE's internal control systems.
• Auditing and inspecting the contracting of healthcare provision in the Regional Health System.
• Monitoring the implementation of corrective measures resulting from audits.
• Collaborating with external control entities.

In addition to the creation of the DAF, the ordinance also adjusts and clarifies the competencies of other organic units of IASAÚDE, such as the Directorate of Administration and Human Resources, the Directorate of Contracting, the Directorate of Financial Management, the Directorate of Information Systems, the Legal Office, and the Planning and Strategy Office, with the aim of ensuring greater functional coherence.

The ordinance entered into force the day after its publication, i.e., on September 23, 2026.
