The Regional Government has authorised expenditure of up to €10,020,000, plus VAT, for the second phase of the road link between Quebradas and Amparo in Funchal. The works will be put out to public tender, with a notice in the Official Journal of the European Union.
The Autonomous Region of Madeira has authorised expenditure for the works entitled “NEW QUEBRADAS/AMPARO LINK. 2ND PHASE. - PHASE 2.1. WORKS”, up to a total of €10,020,000, plus VAT at the applicable legal rate.
Resolution of the Regional Government Council No. 991/2026, approved at a plenary meeting on 15 October, places the project within the need to strengthen connections between the main regional road corridors and local access routes. The Government’s stated aims are to improve traffic distribution, reduce congestion on the road network near Quebradas and Amparo, and create a functional alternative to the VR1 expressway, while also contributing to road safety.
The works are intended to ensure a continuous link between the two areas via approaches outside the road tunnel currently under construction, allowing the tunnel to open to traffic. The resolution stipulates that the contract be awarded through a public tender, with a notice published in the Official Journal of the European Union, and approves the tender programme and specifications.
The costs will be met in accordance with Ordinance No. 521/2026, published in JORAM, Series I, No. 164, on 11 September 2026. The Regional Secretary for Equipment and Infrastructure is authorised to take the steps required for the procedure and may delegate this authority.
Regional funding for the rehabilitation of the Praia Formosa Seafront remains capped at €4,828,876.35, but the costs have been rescheduled through 2029. The change follows the lack of valid bids for the second phase of the works and a revision of the project.
The Regional Government has authorised additional construction supervision and monitoring services for Madeira Central Hospital, at an extra cost of up to €29,620. The service period increases from 105 to 107 months, and the contract’s maximum term rises from 228 to 230 months.
The Region will fund the revitalization of the Machico Forum’s infrastructure and equipment, with a maximum contribution of €1,422,693. The funding will be allocated across 2026, 2027 and 2028 through a programme contract with SMD.
