Works worth €142,172.75, plus VAT, have been ordered not to proceed under the first-phase tunnel contract for the Quebradas-Amparo link. The decision aims to coordinate this phase with the future connection to a section of the VR1 Link Tunnel.
The Regional Government has ordered that works worth €142,172.75, plus VAT at the applicable rate, not be carried out under the contract for the “NEW QUEBRADAS/AMPARO LINK - PHASE 1 - TUNNELS. WORKS”. The decision was taken under Regional Government Council Resolution No. 929/2026, pursuant to Article 379 of the Public Contracts Code.
The contract was signed on 1 June 2023 between the Autonomous Region of Madeira and the external consortium “TECNOVIA/AFAVIAS, in Consortium”, for a contract price of €22,850,000, plus VAT, and an initial completion period of 24 months from the date the site was handed over.
The resolution frames the decision in terms of the risks of coordinating this contract with a future phase, particularly the connection to a section of the VR1 Link Tunnel. The Government cites the possibility of misalignment in the final lining if different formwork is used, as well as the risk of damage to the drainage works and the formation of the roadbed. It also considers it more appropriate to coordinate the lining, drainage and road pavement subgrade where the widening of the main road intersects with the VR1 Link Tunnel.
The contract has had four amendments: the first, dated 27 August 2025, covered additional works worth €158,455.97, plus VAT, of which €79,227.98 was borne by the contractor; the second, dated 11 November 2025, extended the deadline by six months; the third, dated 14 July 2026, added works worth €204,225.79, plus VAT, extended the deadline by 92 days and cancelled works worth €332,868.29, plus VAT; and the fourth, dated 11 September 2026, extended the deadline by a further 61 days.
The same resolution ratifies the acts carried out by the Regional Director of Roads in connection with the performance of the contract.
The Region will acquire, by agreement under private law, two plots needed for works between Caminho da Barreira and Curral Velho. The approved compensation totals €6,376.50.
The Regional Government has opened public consultations on the ER 120 project between Ribeiro Cochino and Calheta, and the first phase of the Ribeira Brava seafront and channel works at the river’s lower stretch. Interested parties may submit suggestions, complaints and comments within the deadlines set out in the notices.
The Regional Government approved the fourth amendment to its programme contract with Machico Municipality to adjust the project’s payment schedule. The maximum funding remains €4,141,706.98, with the outstanding amount scheduled for 2026.
