Government Authorizes Tenth Amendment to Funchal Public Transport Contract
The Government Council approved the tenth amendment to the concession contract with Horários do Funchal, updating the financial compensation for public service obligations.
The Regional Government of Madeira has authorized the tenth amendment to the public transport concession contract for Funchal, signed with the company Horários do Funchal. The decision was made by the Government Council in plenary session on July 9, 2026, through Regional Government Council Resolution No. 665/2026.
This amendment's main objective is to update the total estimated cost and the phasing of the financial compensation due to the concessionaire for the public service obligations it assumes. The original contract was signed on October 2, 2018.
According to the resolution, the following maximum compensation amounts are established:
- A specific estimated global maximum amount of 18,607,546.96 € (plus VAT, when applicable) associated specifically with the 10th Amendment.
- An estimated global maximum amount of 124,050,775.71 € (plus VAT, when applicable) for the total compensations under the contract, according to a rescheduling indicated in Ordinance No. 304/2026, of July 8.
The expenditure for 2026 is secured in the budget of the Institute of Mobility and Transport, IP-RAM. For subsequent years (2027 onwards), the funds will be included in future regional budget proposals.
The Regional Secretaries of Finance and of Equipment and Infrastructure were mandated to sign the amendment on behalf of the Autonomous Region of Madeira.
