Madeira's Multiannual Budget Framework for 2026-2030 Approved

The Legislative Assembly approved the budgetary programming framework setting spending limits for the next five years, totalling over 14.8 billion euros.

The Regional Legislative Decree No. 15/2026/M, of August 3, which approves the multiannual budgetary programming framework for the Autonomous Region of Madeira for the period 2026 to 2030, has been published. The decree fulfils a legal obligation provided for in the Autonomous Regions Finance Law.

The framework, annexed to the decree, establishes indicative limits for effective expenditure for each year, organised by major programme groupings:

  • Governance Grouping: Includes programmes such as Technical Assistance, Sovereignty Bodies, Governance and Justice. The planned expenditure is 42.3 million euros in 2026 and 43.0 million in 2027.
  • Social Grouping: Encompasses areas such as Education, Social Inclusion, Health, Housing and Circular Economy. It is the second largest grouping, with 1,341.0 million euros in 2026 and 1,363.3 million in 2027.
  • Economic Grouping: This is the largest grouping, covering Research, Business Development, Tourism, Agriculture, Energy, Mobility, Urban Rehabilitation, Spatial Planning, Climate Adaptation and the Recovery and Resilience Plan. The planned expenditure is 1,488.5 million euros in 2026 and 1,513.2 million in 2027.

The total effective expenditure forecast evolves from 2,871.8 million euros in 2026 to 3,056.8 million in 2030, totalling more than 14.8 billion euros over the five-year period. The decree allows the limits per programme to be modified through budgetary amendments, while maintaining the annual totals.
