Regional Government establishes 2026 budget execution rules

The Regional Government has published Regional Regulatory Decree no. 12/2026/M, which defines the standards for control, rigor, and discipline in the execution of the Autonomous Region of Madeira's 2026 Budget.

The Government of the Autonomous Region of Madeira has approved, through Regional Regulatory Decree no. 12/2026/M, the legal framework establishing the rules for the execution of the 2026 Regional Budget. This diploma aims to ensure effective and rigorous control of public finances, promoting procedural simplification and regulatory stability.

Key measures include:

  • Budgetary Discipline: Strengthening the responsibility of services regarding the legality of expenses and compliance with the Accounting Standardization System for Public Administrations (SNC-AP).
  • Payment Control: Mandatory express mention of payment deadlines in contracts and the implementation of mitigation plans for late payments.
  • Resource Management: Strict rules for the acquisition of vehicles, printing equipment, and information technology services, requiring prior opinions and specific authorizations.
  • Information Reporting: Sanctions for failure to comply with reporting duties, including the withholding of 25% of available funds for non-compliant entities.
  • Management Balances: Rules for the replenishment of management balances in the Regional Government Treasury coffers.

The decree takes effect from January 1, 2026, ensuring the continuity of efficient and predictable financial management of regional public resources.
