Approved PAC Social regulation to support IPSS with fuel costs

The regulation for the Extraordinary Fuel Support Program - PAC Social has been officially approved. This is an exceptional and temporary support measure designed to compensate Private Social Solidarity Institutions (IPSS) and equivalent entities for increased fuel costs. The program, created by Ordinance No. 364/2026, takes effect from April 7, 2026, and covers expenses incurred until June 30, 2026.
The support aims to mitigate the effects of the extraordinary pressure from rising fuel prices, stemming from the international geopolitical context, on essential social sectors in the Region.
Who can apply?#
Eligible beneficiary entities are IPSS and equivalent entities whose statutory scope of action includes social support. They must cumulatively meet several conditions, including:
- Operating in the Autonomous Region of Madeira (RAM).
- Being legally constituted and registered with the Madeira Social Security Institute.
- Being registered in the Central Beneficial Owner Register (RCBE).
- Having their tax and social security contribution situation regularized.
Support amounts#
The support value is fixed and defined based on the number of eligible vehicles (owned by the entity or used under a legitimate title) assigned to social activities:
- Up to 3 vehicles: €300.00
- Between 4 and 5 vehicles: €450.00
- More than 5 vehicles: €600.00
Fuel expenses serve only to prove the use of the vehicles and do not determine the final support amount.
Application process#
Applications must be submitted to the Regional Directorate for Citizenship and Social Affairs (DRAS), using a specific application form accompanied by supporting documentation. The application deadline will be defined by an order from the Regional Secretary for Inclusion, Work and Youth.
The program is financed by the DRAS budget, and the granting of support is subject to compliance with European rules on de minimis aid.
