Regulation Changed for Business Energy Efficiency Incentive System

Ordinance No. 309/2026 introduces the first amendment to the 'Energy Efficiency 2030' system regulation, adjusting support rates and the overall financial allocation.

The Regional Government of Madeira has carried out the first amendment to the Specific Regulation of the Business Energy Efficiency and Decarbonisation Incentive System, known as 'Energy Efficiency 2030'. The change was made through Ordinance No. 309/2026 of July 14, which modifies Ordinance No. 942/2024 of December 20.

According to the published text, the experience of the first months of applying the regulation revealed the need for specific adjustments. These aim to ensure greater regulatory clarity, compliance with the European state aid legal framework, and an adaptation of the financial allocation to execution needs.

Main Changes

The changes affect three articles of the specific regulation:

  • Article 13: Clearer rules were introduced for the reduction of base support rates. These reductions apply to investments in buildings intended to comply with European Union minimum energy performance standards, with differentiated percentages depending on the type of intervention.
  • Article 15: The scope of eligible expenses was clarified, specifying that they include the total investment costs of installations and equipment directly linked to improving energy or environmental performance.
  • Article 32: The total financial allocation of the incentive system was updated. The overall amount is now €11,764,705.88 (eleven million, seven hundred and sixty-four thousand, seven hundred and five euros and eighty-eight cents), financed 85% by ERDF and 15% by the RAM Budget.

The ordinance entered into force the day after its publication, on July 15, 2026.
