Government approves new internal structure of the Regional Secretary for Tourism, Environment and Culture's Office

Ordinance No. 308/2026 has been published, defining the internal organization and core units of the Office of the Regional Secretary for Tourism, Environment and Culture.

The internal organization of the Office of the Regional Secretary for Tourism, Environment and Culture (GSRTAC) was formally approved through Ordinance No. 308/2026, of July 6. This decree, signed by the Regional Secretaries for Tourism, Environment and Culture and for Finance, establishes the core structure and the services that will support the member of the Regional Government in the exercise of his functions.

The GSRTAC, which is part of the direct administration of the Autonomous Region of Madeira, has the mission of assisting the Regional Secretary, ensuring the necessary planning and technical, strategic, legal, financial and administrative support.

Core Organic Units

The internal organization consists of the following core organic units, headed by 1st degree service directors:

  • Directorate of Financial and Asset Management Services (DSGFP): responsible for technical support in the financial, budgetary and asset management of the regional secretariat.
  • Directorate of Public Procurement Services (DSCP): ensures the centralized provision of support services in the area of public procurement for all services of the direct administration.
  • Parliamentary Affairs Office (GAP): provides support in the institutional relationship between the departments of the Regional Government and the Legislative Assembly of the RAM.
  • Management Unit of the Regional Secretariat for Tourism, Environment and Culture (UGSRTAC): a technical support unit in the accounting, budgetary, financial and asset areas.

Support Services

In addition to the core units, the GSRTAC also comprises two support services:

  • Advisory Office (GA): provides technical support in areas such as legal, economic, financial and statistical, and is responsible for studies, opinions and support for applications for European funds.
  • Human Resources Office (GRH): a technical support service for the management of human resources assigned to the services of the direct administration of the regional secretariat.

The ordinance also establishes that the maximum number of flexible organic units in the GSRTAC is set at five. The decree maintains the service commissions of the holders of management positions in the new units and repeals Ordinance No. 73/2020 and parts of Ordinance No. 505/2024. The new structure came into force on July 15, 2026.
