The Regional Government of Madeira has decided to terminate the concession contract for the former Sao Jorge school, Cardeal D. Teodósio de Gouveia, due to non-compliance by the Atalaia Living Care association.
The Regional Government Council, through Resolution no. 566/2026, determined the sanctionary termination of the concession contract for the deactivated school building located in the parish of Sao Jorge, municipality of Santana. The property, named Sao Jorge 2nd and 3rd Cycle School, Cardeal D. Teodósio de Gouveia, had been entrusted to the Atalaia Living Care Association, IPSS since January 25, 2022.
The project planned to transform the building into a Residential Structure for the Elderly (36 beds) and an Integrated Continuing Care Inpatient Unit (36 beds). However, the concessionaire acknowledged the impossibility of fulfilling contractual obligations due to failing to obtain the necessary funding through the Recovery and Resilience Plan (PRR).
Faced with this definitive non-compliance, the Regional Government declared the forfeiture of the deposit provided by the entity in favor of the Autonomous Region of Madeira, ending the contractual bond under the Public Procurement Code.
