Regional Government aims to inventory and utilize vacant public properties

Through Resolution No. 19/2026/M, the Legislative Assembly of the Autonomous Region of Madeira has established a roadmap for the recovery of public real estate assets that are currently vacant or in a state of abandonment. The initiative focuses on the conversion of these spaces for public interest purposes, with priority given to social housing, facilities for local associations, and collective utility equipment.

The main guidelines for the Regional Government include:

• Inventory and diagnosis: Creation of an exhaustive and mapped inventory of all vacant public properties within 90 days, focusing on former public schools.
• Strategic plan: Development of a multi-annual intervention plan within 180 days.
• Partnership program: Involvement of municipalities, non-profit organizations, associations, and the private sector in management and rehabilitation.
• Administrative simplification: Creation of tax and financial incentives, as well as the simplification of licensing for redevelopment projects.
• Public tenders: Opening of procedures to select projects with the greatest social impact.
• Monitoring: Creation of an interdepartmental monitoring committee to present annual reports to the Regional Parliament.
