The Ponta do Sol Municipal Council has awarded 3,974.76 euros to the Associação de Desportos e Natureza (ADN) to support the 3rd edition of the ADN Futsal Tournament. The support is formalised in Contract No. 317/2026, published in the Official Gazette of the Autonomous Region of Madeira (JORAM) on 3 November 2026, and is paid in a single instalment once the contract has been signed.

What was decided#

The programme contract was authorised by a resolution of the Municipal Council on 24 July 2026 and signed on 20 August 2026. Signatories included the mayor of the Council, Rui David Pita Marques Luís, the association's president, Jorge Manuel Silva Pita Lobo, and the vice-president, Filipa Marlene Abreu Silva. The tournament final was scheduled for 28 August 2026. The text notes that the association guaranteed the participation of athletes from the municipality and beyond, and that the tournament has already held ten editions.

Amounts and payment#

The support amounts to 3,974.76 euros (three thousand nine hundred and seventy-three euros and seventy-six cents). The expenditure is recorded under budget line 0102, economic code 040701, of activity plan 2019|A 35 in the municipal budget for 2026. The contract also cites budget availability proposal No. 2026/904 and commitment No. 2026/761. Budget availability is the reservation of funds available for the expenditure, and the commitment is the record that those funds have been allocated to the contract.

What the money is for#

The contract provides for three uses of the support:

  • commemorative t-shirts, to be given to all participants;
  • a dinner or closing social event;
  • coverage of the final, broadcast through the NAMINHATERRA-tv channel.

The management and application of the funds are the sole responsibility of the association.

Obligations of the association#

ADN must create a dedicated file exclusively for the tournament, in which only costs and revenues from the execution itself may be recorded. It must also provide the council, when requested, with the expense documents proving the payments. All promotional materials must reference the municipal support and display the council's coat of arms prominently relative to other sponsors. The council is responsible for monitoring the financial execution and overseeing compliance with the contract.

What happens in case of non-compliance#

If any planned activity is not carried out, in whole or in part, the association must return the amount corresponding to that activity, unless force majeure reasons are communicated and accepted by the council. Other breaches may lead to termination of the contract and repayment of the full amount within fifteen working days of notification.

Term and publication#

The contract takes effect the day after signature and ends after the event. It was signed on 20 August and was only published in the Official Gazette on 5 November 2026, more than two months later. Clause 8 provides for publication in JORAM and on the council's website, at www.cm-pontadosol.pt.

Background#

A sports development programme contract is an agreement between a local authority and a sports association to finance a specific activity. This contract is based on Law No. 5/2007 of 16 January (the Framework Law on Physical Activity and Sport), on Decree-Law No. 273/2009 of 1 October, which regulates the legal regime of these contracts, and on Law No. 75/2013 of 12 September, which defines the responsibilities and powers of municipalities. The document does not state the total cost of the tournament or any other sources of funding.
