Government plans intermediate places for hospital patients awaiting social care in Porto da Cruz and São Roque
Adaptations are being considered at the Porto da Cruz Nursing Home and São Roque Community Centre to accommodate people who are medically fit for discharge but cannot return home for social reasons. The number of places has not yet been set, and the works have not been authorised.
The Regional Government has tasked the Regional Secretariat for Inclusion, Labour and Youth with coordinating the procedures to adapt existing spaces at the Porto da Cruz Nursing Home and São Roque Community Centre. The aim is to create intermediate places for people who have been medically discharged from hospital but remain there for social reasons and do not meet the criteria for admission to a continuing care unit.
The two decisions, set out in Regional Government Council Resolutions No. 946/2026 and No. 947/2026, follow the same framework and stipulate that capacity will only be determined once the technical solution has been finalised and validated. As a result, no definitive number of places has been set for either location at this stage.
The Secretariat is to develop the architectural, technical and functional solutions, verify the legal and property status of the buildings, assess costs and funding arrangements, and obtain the necessary opinions, authorisations and licences. It will also prepare public procurement procedures and oversee contracts relating to the works, and may request the assistance of other public services and entities.
The adaptations must comply with Ordinance No. 157/2026 of 1 April, as amended by Ordinance No. 378/2026 of 29 July, as well as the applicable rules on accessibility, fire safety, urban planning, construction and operation.
The resolutions do not, in themselves, authorise expenditure or the execution of the works. These are subject to the required legal and budgetary approvals, opinions and procurement procedures. Both resolutions take effect on the day after publication.
