These changes, which have retroactive effect from January 1, 2026, aim to regularize a de facto situation, in which the institutions had already been accommodating a number of users higher than initially contracted, due to clinical referrals from the Regional Health Service. The decision is based on the imperative need to respond to mental health care shortages in the Region.
