Regional Government delegates powers to the Institute for Qualification
The Institute for Qualification, IP-RAM, has delegated powers to three service directors to optimize financial, administrative, and European fund management.
The President of the Board of Directors of the Institute for Qualification, IP-RAM (IQ, IP-RAM), Sara Maria Nunes de Almeida Estudante Relvas, has formalized the delegation and sub-delegation of powers to three directors, aiming to ensure speed and efficiency in the operation of that regional body.
- Eng. Rafael Bento de Carvalho (Director of Financial Services and Certification): Through Order no. 220/2026, he assumes powers in the management of expenses, revenues, allowances, staff social protection, European Social Fund payments, and the management of recognition, validation, and certification of skills centers.
- Dr. Paulo Jorge Duarte Pedro (Director of European Social Fund Services): By Order no. 221/2026, he is responsible for representing the ESF manager, managing applications, validating payments, preparing procedure manuals, and implementing audit recommendations.
- Dr. Regina Maria Gouveia Brazão (Director of Resources and Legal Support Services): Order no. 222/2026 grants her powers for human resources management, including vacations and allowances, as well as conducting public procurement procedures.
The orders, dated May 18, 2026, also provide for the mutual substitution of the directors in their absences and impediments, ensuring the continuity of public service.
